The story follow the events of first Red Alert - Allies win the war, and Stalin killed during the final battle for Moscow. The bead of state appointed Chairman of the allies of the Council of Ministers of the USSR alexander Romanov as a "puppet" to keep the peace. However, Romanov's other plans: remembering the humiliation experienced by the Russian people during the Allied occupation, as it prepares to take revenge on the United States.
